IS IT CONVENIENT TO INVEST IN PHOTOVOLTAIC IN ROMANIA AFTER THE REFORM OF THE LAW 220/2008?

From July 1 2013, the law 220/2008 change the number of green certificates for every megawatt produced by the photovoltaic system.
While the ANRE announced in April 2013 an increase in the value of Green Certificates.
The value of green certificates has been increased by approximately 6% as a result of a resolution of the ANRE (National Energy Regulatory Authority). So today a Green Certificate can be paid in Euro 28,80 (129,64 Ron) and € 58.80 (264.09 Ron).
The investment in the green economy, through a photovoltaic system, it is always advantageous in Romania thanks to the value that green certificates assume for each MW produced and the incentive period confirmed in 15 years.

To make a simulation of the financial return on investment, it is considered to finance a photovoltaic plant of 1 MW with a total cost of turnkey Euro 1.2 million and valuing for 4( +2 from 2017) Green Certificates of Euro 40,00. The equity is 40% and the payback less than 6 years.

REFORM OF THE LAW PROVIDES STABILITY 'IN TIME

LEGISLATIVE CHANGES

Regulatory changes with the amendment to the law 220/2008 have led to undo many of the authorizations already issued.
Basically if you do not have a building plot, the PUZ and Urban Planning in good standing, will be impossible to get the emission of Green Certificates, which change from 6 to 4 for all 15 years and if the system is connected by 31/12/2013, you benefit from April 2017 for another 11 years of additional 2 Green Certificates that is in addition to the 4 source. It can also be considered a great speculative investment.
